Huibregtse, Louman Associates, Inc. (HLA), is a professional services firm that has been providing consulting services in municipal engineering, airport engineering, land development, land and construction surveying, and construction management throughout the State of Washington since 1975.

Over the course of the firm’s history, our staff has grown to nearly thirty (30) experienced professionals including seven registered engineers, two licensed surveyors and a full compliment of technical, support and survey personnel. Our staff brings over 200 years of combined experience in the planning, management, contract administration, design and construction of both public and private improvement projects.

Our engineering and office staff utilize current versions of AutoCAD, Eagle Point Design Software, Water CAD, and ESRI GIS for engineering design, analysis, and plan preparation. Our field surveyors use Trimble Global Positioning System (GPS) and Leica reflector total stations to gather field information necessary for accurate survey data, control and design.
