The City of Cle Elum invites separate sealed BIDS for the construction of the 2026 Preservation and Safety Improvement Projects, Fed Aid Nos. HSIP-000S(717) & STBGR-Z919(004) HLA Project Nos. 25108 & 25109 including the following approximate major quantities of work:
Construction of preservation and safety improvement projects at two locations, including 45 CY unclassified excavation, 56 SY concrete sidewalk, 8 EA curb ramps, signal radar detection, installation of protected signal heads, new signal controller, accessible push buttons, grind and overlay of approximately 2,730 LF of roadway, 19,110 SY planing, 2,400 TONS HMA, pavement markings, and related improvements.
This contract has forty (40) working days to complete the work.
Bids will be received by the City Clerk at City Hall, 119 W. 1st Street, Cle Elum, WA 98922, until 11:00 a.m., June 4, 2026, and then shortly thereafter will be publicly opened and read aloud at the City Council Chambers located at 119 W. 1st Street.
CONTRACT DOCUMENTS may be obtained at the following website: https://www.hlacivil.com/bid/. Planholder list and addenda will be available on the website. Bidders are encouraged to register as planholders on the website, whom will be added to the Planholder list and will receive automatic addenda notification. Each bid or proposal must be accompanied by bond or a certified check, payable to the order of the Treasurer of the City of Cle Elum for the sum of not less than 5% of said bid or proposal and none will be considered unless accompanied by such deposit, to be forfeited to the City of Cle Elum in the event the successful bidder shall fail or refuse to enter into a Contract with the City for the making and construction of the aforesaid improvement. All bids or proposals must be in writing on the form bound in the Specifications, sealed and filed with the Clerk on or before the day and hour above mentioned.
Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project. All work performed on this project will be subject to the higher of the prevailing state or federal wage rates. The City of Cle Elum is an Equal Opportunity and Affirmative Action Employer. The project is funded through the Federal Highway Administration with federal funds from the Highway Safety Improvement Program (HSIP) and Surface Transportation Block Grant (STBG). All Federal Highway Administration requirements and/or provisions must be met by the Contractor and all subcontractors.
All contractors must be licensed to conduct business in Washington State.
The City of Cle Elum reserves the right to reject any and all bids and to waive technicalities or irregularities, and after careful consideration of all bids and factors involved, make the award to best serve the interests of the City of Cle Elum.
Kittitas County is the Certification Acceptance (CA) Agency for this project.
