The original 21-inch 2.5-mile cement concrete sanitary sewer trunk main was installed prior to 1960. The concrete main was severely deteriorated due to gases from the local fruit industry. In 2017, a portion of the main collapsed and during emergency repairs, it was determined the entire trunk main needed to be replaced. In 2019, the City successfully applied for Water Quality Financial Assistance from the Department of Ecology (Ecology) for design and construction funding. Funding also included a condition assessment, and cultural and environmental review, all provided by HLA. The City also applied for and received Department of Commerce Community Development Block Grant (CDBG) funding for the construction phase of the project.
Work included seventy-three new PVC manholes, 2.5 miles of new 30” diameter PVC sewer pipe, 230 linear feet of cement concrete curb and gutter replacement, and 520 linear feet of new fencing. A temporary sanitary sewer bypass system was used to provide uninterrupted services for Grandview residents.
HLA services for the project included topographic survey for design, plans, specifications, engineer’s estimate, bidding support, a sanitary sewer asset management plan, an Ecology-approved construction quality assurance plan, construction survey, construction observation and funding administration, record drawings, and closeout.
