The Fruitvale Canal and Industrial Waste Force Mains project was unique in that two City departments teamed to accomplish pipeline projects within the same vicinity; Irrigation Department piped an open channel canal, and the Collections Division extended force mains to the Mill Site for future development. HLA prepared a preliminary design study and cost estimate for piping the open channel Fruitvale Irrigation Canal. HLA also provided recommendations for utility crossings and connections, elimination of unneeded street crossing structures, and interim and permanent collection and disposal of adjacent area storm water.
Construction of over 4,100 linear feet of new 30-inch diameter HDPE irrigation pipe, access ports, and diversion assemblies to replace the open channel canal from North 6th Avenue to North 7th Street was completed over three phases. This project also involved installing double barrel 4-, and 6-inch industrial waste force mains parallel to the irrigation main, including jacking/boring a casing under BNSF mainline tracks.
HLA provided funding application assistance, feasibility study, survey, design, environmental and permitting services, plans, specifications, bidding, contract assistance, services during construction, and funding administration.
