City of Ellensburg - Dolarway Improvements

This important arterial was reconstructed from University Way to West 5th Avenue to a new 1.75-mile, three lane roadway with curb and gutter, sidewalks, retaining walls and storm drainage.  The project included extensive restoration at Reecer Creek with replacement of the old undersized bridge with a 100-foot long structure consisting of three-sided culverts designed for floodway remediation.  The work also included utility relocation and installation of a fully functioning illumination system.

HLA conducted the preconstruction conference, reviewed material submittals, provided full-time project inspection, and made payment recommendations to the City of Ellensburg.  HLA conducted weekly construction meetings with the contractor and the City.  HLA reviewed labor documents and conducted employee interviews, as well as assisted the City during audits by WSDOT Local Programs and FHWA.
