Both of these roadways were in need of improvements for the safety of school children walking to and from school. Pedestrians were walking in traffic lanes on Elm Street due to no sidewalks on either side of the road and fencing up to the back of the curb in some areas; and Fir Street was missing sections of sidewalk. Neither street had signage identifying the school zone to warn traffic of children possibly in the roadway. This Safe Routes to School project provided improvements for both streets, including new curb and gutter with ADA-compliant curb ramps, sidewalks, storm drainage facilities, permanent signing, and pavement markings.
HLA services included funding application assistance, design engineering, plans, specifications, bidding assistance, construction observation and management, and funding administration services.
