Both of these roads were in need of improvements for the safety of school children walking to and from school. Grandview Adventist Junior Academy being on Elm Street had no sidewalks on either side of the road, with fencing up to the back of curb in some areas leaving very little room for pedestrians. Smith Elementary School on Fir Street was missing sections of sidewalk causing pedestrians to walk in travel lanes in some areas. Neither streets had signage identifying the school zone to warn traffic of children possibly in the roadway. Improvements for both streets included new curb and gutter with ADA-compliant curb ramps, sidewalks, storm drainage facilities, permanent signing, and pavement markings.
HLA services included funding application assistance, design engineering, plans, specifications, bidding assistance, construction observation and management, and funding administration services.
