Lincoln Avenue Improvements - Phase 1
This project was made possible through a multi-faceted funding strategy between four agencies and City reserves. The existing water mains were undersized, leaking, consisted of various materials (cast iron and asbestos cement), and were in need of replacement. Water main construction included installation of 5,100 linear feet of new pipe, valves, fire hydrants, and 36 water services. Improvements included pavement grinding and asphalt overlay, utility adjustments, curb and gutter, cement concrete sidewalk, ADA curb ramps, and pavement markings. HLA assisted the City in developing the project to secure CDBG, DWSRF, STP, and TIB funding, maximizing City reserves for funding program matches.
HLA hosted design team meetings with project stakeholders, provided topographic survey, design engineering, plans, specifications, cost estimates, construction services, funding administration, wage rate interviews, 21-day labor documentation package for construction, and project closeout.
